Mailman Unavailability: Upgrade To Mailman 3

The mailman list server will be unavailable tonight, from 11:00 PM until tomorrow sometime.
Mailman will be upgraded from an inactive, no longer maintained development codebase to Mailman 3.0, which is actively developed.
During the migration, lists may need to be recreated.
Users who were subscribed to said lists may need to be re-subscribed by the list owner.
